INVITATION TO BID

A Sealed bid for the Town of Warrensburg Garage Demolition

Bids must be submitted in sealed envelopes, marked "Sealed Bid – Warrensburg Garage Demolition Project" and addressed to Devin Bulger, LaBella Associates, 20 Elm Street, Suite 110, Glens Falls, NY 12801 by May 30, 2024 at 3:00 p.m. local time. Electronic submissions will not be accepted.

A site meeting will be held on May 15th at 12:00 p.m. at the project site. Attendance is voluntary, but strongly recommended.

The Project generally consists of the following work:

•    Mobilization.

•    Obtaining of Dig Safely NY Clearances and coordination.

•    Acquisition of all required Town of Warrensburg permits, including but not limited to a  

     demolition permit, soil disturbance permit, and building permit for the foundation.

•    Installation and maintenance of temporary erosion and sediment controls.

•    Protection of existing facilities and structures.

•    Demolition of existing garage, slab, and foundation including the proper handling,

      transportation, and disposal of all debris including asbestos containing materials.

 •   Removal and storage of façade stone, coordinated with Town.

•    Site grading and restoration.

This work will be awarded as one (1) single prime contract.

A representative from the Town will monitor progress and a final inspection will be conducted to ensure that all work is completed, and the asbestos is fully removed. At that time, funds for final payment will be released.

The Bid should not include sales and compensating use taxes on materials incorporated into the work.

Bid security in the amount of 5% of the Bid must accompany the Bid in accordance with the Instruction to Bidders.

The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Bidders will also be required to furnish a Non-Collusive Affidavit.

The bidding and contract documents for this Project will be available in PDF format from LaBella Associates. Any interested party shall be responsible for reaching out to Devin Bulger at dbulger@labellapc.com to receive a copy of the plans and specs.

This project is publicly funded. The Bidders must comply with New York State Department of Labor Prevailing Wage Rate Schedule and conditions of employment.

Attention of Bidders is particularly called to the requirements for ensuring that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Town encourages MWBE and SDVOB contractors to apply. If you are acting as a Prime contractor and will be hiring any subcontractors, please inform the Town in your proposal so we may assist you in soliciting MWBE firms. This project has 15% MBE and 15% WBE goals.

LaBella Associates, as Owner’s Representative, reserves the right to waive any informalities or irregularities in the Bid received, or to reject any Bid without explanation.
