NOTICE CONCERNING THE EXAMINATION OF ASSESSMENT INVENTORY AND VALUATION DATA
(Pursuant to Section 501 RPTL)

Notice is hereby given that assessment inventory and valuation data is available for examination and review.  This data is the information which will be used to establish the assessment of each parcel which will appear on the tentative assessment roll of the Town of Warrensburg which will be filed on or about May 1st, 2017.  The information may be reviewed, by appointment, in the Assessor’s Office at the Warrensburg Town Hall on March 23rd between the hours of 10am to 2pm.  An appointment to review the assessment information may be made by telephoning the Assessor Office at (518) 623-3300.  Dated this 1st day of March, 2017

Early Notice and Public Review of Proposed Activity Located in a 100-Year Floodplain

To: All interested Agencies. Groups and Individuals.

This is to give notice that Warren County New York has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations as 24 CFR 55.20 Subpart C Procedures for Making Determination on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for Warren County’s Countryside Adult Home Wastewater Connection to the Town of Warrensburg Wastewater System to be funded in part by the NYS OCR Community Development Block Grant Program Project Number 1197PF20-14.

Warren County, with assistance from the Town of Warrensburg, proposes to install a wastewater connection from the Countryside Adult Home located on 353 Schroon Road Warrensburg to the Town’s wastewater system on Horicon Avenue within the Hamlet of Warrensburg. The area to be disturbed in the floodplain for installation of the wastewater line is estimated at 0.9 acres.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Secondly, an adequate public notice program can be an important public education tool. The dissemination of information about floodplains can facilitate and enhance federal efforts to reduce the risks associated with the occupancy and modifications of these special areas. Thirdly, as a matter of fairness, when the Federal Government determines that it will be participating in actions taking place in floodplains, it must inform those who may be at put at greater risk or continued risk.

The Town of Warrensburg is seeking an individual to serve on the Board of Assessment Review.  Duties include listening to property owners state their cases in the effort to have their property assessments reduced.  Residency requirement.  This is a one day, part-time, paid position.  Grievance hearing day is May 24th, 2016 from 4-8pm.  Successful applicants must have knowledge of the area and have the ability to hear cases with an open mind, without prejudice and make an informed decision based on the evidence presented by the parties.  Contact the Warrensburg Supervisor prior to April 15, 2016 if interested at: 623-9511.

** !! PROPERTY TAX DISCOUNT DEADLINE IS MARCH 1st !! **

Property tax discounts (also known as “exemptions”) Have To Be Filed on or before March 1, 2016 in order to be eligible for tax reductions in the 2016 / 2017 year.  Applications or renewals submitted After the March 1st deadline can NOT be accepted! 

Resident property owners may be eligible for Four Different Exemptions on their Primary Residence.
     
·        Basic STAR – Is a School Tax Exemption that the property owner only needs to apply with the Assessor once (but will need to re-register with the NYS Dept of Taxation & Finance the following year).  It has no age requirement but the applicant’s federally adjusted gross income must be less than $500,000.

·        Senior Enhanced STAR – Is a School Tax Exemption for property owners that turn 65 or older sometime during 2016 and have a federally adjusted gross income of $84,550 or less.  Must qualify & renew annually.

·        Senior Low Income – Applies to School and / or Town/City/County taxes. The applicant must be 65 and meet minimum income requirements (which can vary from town to town).  Must qualify & renew annually.

·        Veteran’s Exemption – Applies to County/City/Town taxes Only. The resident property owner must have been honorably discharged from active duty. As in basic STAR, the owner only has to apply once and is required to occupy the residence as their primary residence.  The spouse of the veteran, the un-remarried surviving spouse of the veteran or a Gold Star Parent may also be eligible.

                                              Why Not Take The Train?

Looking for something unique to do while staying in the area? Why not take a morning or afternoon train ride? The Saratoga & North Creek Railway has added to its schedule a short train ride from Thurman to North Creek and back. The railway’s new “North End Local” service features two departures per day every weekend from Thurman Station.

The 50 minute one-way trip takes you along the upper Hudson River in and among spots not accessible by any other means.  Beautiful views of the river, streams, wildlife and other local scenery all the while enjoying your ride in modern, climate controlled train cars pulled by vintage diesel locomotives are the main attractions of this ride.

The service operates on weekends in July and August, Fridays through Sundays. Considering a new heating system because of high fuel costs?  Looking to replace your old windows with energy efficient windows?  Is your home in need of any residential energy efficiency improvements?  USDA Rural Development may be able to help.

The USDA Rural Development 504 Loan / Grant program provides help to very-low income owner occupants of modest single family homes in need of repair that are located in rural areas.

Some examples of repairs that could be provided are: ramps for accessibility, roof replacement, septic system repairs, drilling a well, insulating, furnaces, handrails, etc.

Crossing Guard Position Available — Applications now being Accepted

The Town of Warrensburg is now seeking applications for the part-time position of Crossing Guard at crosswalks at intersections on James St., Elm St. and Library Avenue near the Warrensburg Elementary School.  Wages for the position, which carries the responsibility of assuring students’ safe crossing of the streets and monitoring traffic conditions, is $10 per hour. Crossing guards work both before and after school hours.  Responsibilities also include reporting unsafe traffic conditions and relaying the license plate numbers of vehicles that fail to slow down or stop at the crosswalks, as well as reporting suspicious vehicles and persons. Communicating effectively with pedestrians is also a requirement.  Applicants for the position must be 18 and not have been convicted of a felony, or a misdemeanor involving moral character, false statements, perjury or domestic violence.  Applicants must also be able to work effectively with children in an environment with heavy traffic. An extensive background check is conducted of the selected candidates.  Applicants must also have good eyesight with appropriate close, distance and peripheral vision as well as depth perception.

The exhibit tells the stories of the Warrensburg Volunteer Fire Company, Warrensburg Emergency Service and local policing efforts including the roll Warrensburg citizens played as Warren County Sheriffs. Be informed that the Town of Warrensburg will meet and hold a Public Information Meeting for the purpose of hearing comments from those present in relation to the proposed rehabilitation and construction of sidewalks along the following Town Roads: Elm Street, James Street, Sanford Street, Ashe Drive and Woodward Avenue.  The Public Information meeting will be held on May 14, 2014 at 7pm at the Town Hall, 3797 Main Street, Warrensburg, NY.

The purpose of the meeting is to provide comments on the projects needs, view design alternatives studied, learn about the proposed schedule, and obtain comments on the proposed project from individuals, groups, officials and local agencies.

The Town of Warrensburg is in the process of installing new water meters.   EVERYONE who is located within the town’s water district is required to have a new meter installed.  This also applies to replacements of existing water meters. 
Installations and/or appointments for installations MUST BE MADE BY SEPTEMBER FIRST in order to avoid a fine. 
Call the Town Clerk’s office at (518) 623 – 4561 at your earliest convenience to make your appointment. You also may call this number if you have any questions.
